GREAT DAY FOR ILLINOIS SOLAR! HB6202 & HB 5429 PASS BOTH HOUSES!‏

Both Houses pass HB6202 moving the solar set aside in the Renewable Portfolio Standard up to 2011-12 from 2014-15! This may require the amount of solar powered electricity attributed in Illinois to more than double every year for the remainder of the decade, eventually requiring annual installations of 700 megawatts of capacity or more. The other success is the passing of HB5429 Solar Homeowner Rights that requires condo and homeowner assns to set reasonable standards for installing solar on buildings 30 feet or lower when requested. Enactment of this legislation may accelerate growth of the residential, small commercial and utility scale segments of the solar market. The next steps will need to be increasing the net meter limit for retail rates from 40 kW to 2 MW, and a more comprehensive effort to grow the solar thermal market.
